For Catalan residents, the debate concerns the Generalitat's capacity to finance services, including healthcare, without carrying spending commitments into later financial years. ## Regions given more time to assess proposal The Ministry delayed the meeting after 11 Partido Popular-governed autonomous communities, plus Ceuta and Melilla, asked for more time to examine the plan. Pollar reported that the request also referred to wildfires and an emergency declaration. Catalonia and the Canary Islands were expected to support the proposal, Pollar reported. The Ministry said it had the votes needed at the council, although approval there would not by itself settle the wider political process for reform. --- ## Why the Generalitat's annual budgets matter Spain's current regional financing framework is governed by Law 22/2009, which applies to all autonomous communities except Navarre and the Basque Country. A Generalitat explanation of the system says the model was due to be reformed from January 2014, but the State Government postponed the change and used loans to autonomous communities instead. The Generalitat says the model's central problem is underfunding across the autonomous communities. It also identifies a mismatch between some regions' tax capacity and the resources they receive after the system's equalisation mechanisms are applied. Diari ARA's editorial said the Generalitat recorded €5.295 billion in *despesa desplaçada*, or displaced spending, last year. The term refers to bills and spending commitments that are carried into the following financial year because the available budget was insufficient, rather than being paid within the year in which they arose. The editorial said this amount represented more than 10% of non-financial expenditure and particularly affected healthcare. It described a gap of 15% to 20% between the health budget and actual spending. The Generalitat managed its 2024 finances under an extension of the 2023 budget after Parliament rejected the 2024 budget bill on 13 May 2024\.
