## Catalonia Tops National Improvement in Dependency Care

Catalonia has recorded the largest reduction in Spain’s dependency waiting list, with 4,973 fewer people awaiting support between June and September 2026\. This decline positions the region at the forefront of national improvements in the System for Autonomy and Dependency Care (SAAD), according to data published by the Ministry of Social Rights, Consumer Affairs and the 2030 Agenda. The total number of people on the national waiting list now stands at 134,734, the lowest level since records began. This represents a 22.7% decrease over the past year and a 5.7% drop in the last quarter alone. Catalonia’s progress comes despite having one of the highest volumes of pending applications relative to its potentially dependent population, alongside the Region of Murcia and Extremadura.

## State Funding and Reform Drive Progress

The improvement follows the ratification of a major reform of Spain’s dependency and disability laws, definitively approved by Congress on 16th September 2026\. The reform mandates that the General State Administration assume 50% of the system’s investment, with regional governments urged to halve waiting lists by 2027 and eliminate them by 2028\. Between July and September 2026, regional governments received over €700 million in additional funding, doubling the monthly state contribution from €257.5 million in June to €516.2 million in September. This increased financing is linked to a historic high in the number of people receiving effective benefits: 1,748,901, including 41,573 new beneficiaries in the last quarter.

> This is the greatest social reform in decades, a refoundation of the care model," said Minister Pablo Bustinduy.

### Faster Processing and Changing Care Models

The average processing time for dependency applications has decreased by 21 days in the last quarter, bringing the cumulative reduction in 2026 to 48 days. The current average wait now stands at 293 days. The reform expands rights for those assessed with a recognised dependency status, allowing them to choose where they live, combine services previously considered incompatible, and receive support outside the home for activities such as shopping or medical appointments. Autonomous communities must adapt their regulations to these changes by 2030.

## Gender Imbalance in Family Care

The SAAD report highlights a persistent gender gap in informal care: 71.9% of unpaid family caregivers are women, mostly aged between 50 and 66\. The sector is projected to require an additional 260,000 caregivers by 2030\. The government’s new framework aims to professionalise and support care roles while reducing reliance on unpaid family labour.
