# Catalonia backs regional funding model at council

Catalonia backed Spain's proposed new regional funding model at the Fiscal and Financial Policy Council on Friday 4 September, alongside the Canary Islands, in the only votes in favour at the meeting.

For Barcelona residents, the vote does not itself change taxes or public services. The proposal must first be adopted by Spain's Council of Ministers and then passed by the Congress of Deputies as an organic law, a type of law requiring an absolute majority.

The Fiscal and Financial Policy Council, the forum where Spain's central government and autonomous communities discuss regional finances, approved the Ministry of Finance proposal after a meeting lasting more than three hours. Other regions voted against it, while the Community of Madrid did not attend.

## Proposal moves to Spain's Cabinet and Congress

The Ministry of Finance estimates it will need between 10 and 12 days to turn the proposal into legislative text for approval by the Council of Ministers. It would then be submitted to Congress.

Parliamentary approval is not assured. The People's Party and Vox have said they oppose the model, while Junts has threatened to table a full amendment unless it includes an economic agreement for Catalonia.

The Council's vote followed an unsuccessful call by Madrid regional president Isabel Díaz Ayuso for other opposition-led regions to boycott the meeting. Madrid was the only autonomous community absent, while other regional finance ministers attended and voted against the proposal.

## What happens next

- The Ministry of Finance is expected to prepare the legislative text within 10 to 12 days.
- Spain's Council of Ministers must approve it as a preliminary draft of an organic law.
- The Congress of Deputies must then vote on the model before it can take effect.

The stated target for the new system to begin is 1 January 2027, although that depends on completing the parliamentary process.
