For Catalan residents, the extra revenue is intended to improve the Generalitat’s capacity to fund public services, including healthcare, education and social services. The proposal was endorsed by the Fiscal and Financial Policy Council (CPFF), the body bringing together Spain’s central government and autonomous communities to discuss regional funding. Using real population, the Generalitat says Catalonia would move from tenth to ninth place and sit above the average for the first time since 2009. --- ## Parliamentary approval still required The CPFF vote does not put the system into force. The Spanish Council of Ministers must first approve the draft legislation, after which it will be submitted to the Congress of Deputies for amendments, negotiations between parliamentary groups and a final vote. If approved by Congress, the legislation would go to the Senate. A Senate rejection would return the text to Congress, which can lift the upper house’s veto.
