## Thursday meeting to review R1 transfer progress

Catalan President Salvador Illa and Spanish Transport Minister Óscar Puente are set to meet on Thursday 22nd October 2026 to discuss accelerating the handover of the R1 Rodalies commuter line to the Generalitat. The transfer remains a key objective for the Catalan government this autumn, despite the upcoming Spanish general election on Sunday 29th November 2026\. The meeting will include Sílvia Paneque, Catalonia’s Minister for Territory, Housing and Ecological Transition, Secretary of State for Transport José Antonio Santano, representatives from Renfe and Adif, and Òscar Playà, Director of Rodalies de Catalunya. Officials will review progress made so far and identify "elements for improvement" in the Rodalies network.

## Asset valuation complete, safety checks under way

According to Paneque, the valuation of assets for the R1 transfer has already been completed. Recent work has also assessed the impact of climate change on R1 infrastructure, which is particularly vulnerable to extreme weather. The Catalan government maintains that the transfer does not require a vote in Spain’s Congress and can proceed through executive mechanisms already in place. Paneque stated that Puente "perfectly knows" the signed agreement and ongoing work. The creation of the new operator, Rodalies de Catalunya, is already a reality, a mixed company with 49.9% ownership by the Generalitat and 51.1% by Renfe, as confirmed in a January 2026 announcement by La Moncloa.

> "The transfer of the R1 line will be part of the conversation, because we maintain the objective of finalizing this transfer this autumn,"

, Sílvia Paneque, Catalan Minister for Territory

## Future projects and rolling stock delays

Discussions will also cover future investments, including the doubling of the R3 line to Puigcerdà and the long-delayed arrival of 110 new Alstom trains. These were initially expected in 2025, then summer 2026, then early 2027, but Secretary Santano confirmed at the Cercle d’Economia on Thursday that they are now expected in spring 2027\. Despite delays, Santano described 2027 as a "clear turning point" for Catalan rail mobility, citing the launch of the R-Aeroport line and completion of key infrastructure works. Safety certificates for Rodalies de Catalunya to operate from 2027 are already validated, which officials say should ensure continuity regardless of the outcome of the November election. However, the Catalan government acknowledges that negotiations on financing and further transfers would become more difficult under a potential administration led by Alberto Núñez Feijóo.
