The Mossos are Catalonia's regional police force. Under the system described by the PPC, the devices are attached to the duty sergeant's operational unit rather than carried in all patrol vehicles. The proposal seeks to reduce the time officers wait for a device when responding to a violent or high-risk incident. For residents, the change would mean patrol officers could have a less-lethal incapacitating option immediately available in their vehicle, before considering physical restraint or other forms of force. Villagrasa cited an incident on Madrid Street in Barcelona on 18 June, in which he said an extremely aggressive person kept officers occupied for more than 20 minutes.
