Social Rights and Inclusion Minister Raúl Moreno made the announcement on Friday following the second meeting of the Table for the Tackling of Homelessness, convened by Catalonia’s Ombudsman, Esther Giménez-Salinas. Moreno stated the increase represents a 50% rise in resources dedicated to homelessness support and will fund over 115 new social professionals deployed throughout Catalonia. The funding is intended to strengthen frontline services at a time when more than 6,700 people are estimated to be without shelter across the region, including over 2,400 in Barcelona alone. ## Roadmap towards ending street homelessness During the meeting, Giménez-Salinas presented a foundational document outlining 35 concrete measures aimed at eradicating street homelessness by 2035\. The plan calls for allocating between 0.15% and 0.2% of the Generalitat’s annual budget to the issue, equivalent to €70–110 million per year based on recent figures. Participants, including representatives from more than 30 municipalities and social organisations, have until 23 October to submit feedback. While the proposed 'country agreement' will not be legally binding, Giménez-Salinas stressed it would represent a shared responsibility: "It is not a letter to the Three Kings, it is an obligation for all who sign the pact." --- ## Call for binding legislation and better coordination Several attendees, including Xavier Trabado, president of the Catalan Third Sector Social Table, urged swift passage of the pending regional homelessness law currently facing 574 amendments in parliament. Trabado described enshrining homeless people's rights in law as "absolutely fundamental." Barcelona deputy mayor for Social Rights, Raquel Gil, welcomed the Ombudsman’s proposal as elevating the issue beyond municipal limits, a long-standing demand of the city’s administration. She also highlighted the need for tailored responses across health, housing, and safety to reflect the diverse profiles among those affected. Current social service responsibilities lie with municipalities, many of which argue that proposed reforms exceed their financial capacity.
