The announcement was made by President Salvador Illa on 4 September 2026 during his official visit to Kyiv, following a meeting with senior representatives from the Federation of Employers of Ukraine. The Federation of Employers of Ukraine, one of the nation’s largest business organisations, represents over 140 sectoral and regional groups, around 8,500 companies and nearly five million workers. He affirmed the Generalitat’s commitment to defending Catalan industry and jobs, stating that the government maintains "permanent contact" with Volkswagen and Seat leadership. On the diplomatic front, Illa paid tribute to fallen Ukrainian soldiers at St Michael’s Cathedral in Kyiv, laying a wreath alongside Ukraine’s Deputy Foreign Minister Yevhen Perebyinis, Catalan Minister for EU and Foreign Affairs Jaume Duch, and ambassadors from Spain and Ukraine. The act followed his meeting with President Volodymyr Zelenskyy the previous day, where he reiterated Catalonia’s "unconditional support" for Ukraine.
