## Legal Action Against Platform Staff

The Generalitat de Catalunya has announced it will pursue legal responsibility against employees of digital platforms, particularly Telegram, who allowed the coordination of the Blocus-related disturbances in Barcelona on Saturday 24th October 2026\. At a Consell Executiu meeting on Tuesday 3rd November, the regional government confirmed it is aligning its legal team and the Mossos d'Esquadra to identify individuals within tech companies who failed to prevent or cooperate in shutting down channels used to organise violence and looting. Spokesperson Sílvia Paneque, also Minister for Housing and Territorial Planning, stated that platforms cannot "wash their hands" of responsibility and must be held to account like traditional media outlets. "If any media had promoted calls to violence, the full force of the law would apply. The same must be true here," she said during a press briefing.

## Technical and Legal Reports Underway

The Direcció General de la Policia, supported by the Agència de Ciberseguretat de Catalunya, has been tasked with preparing a technical report on how social media platforms were used during the disturbances. This includes examining evidence of non-compliance by service providers with official requests to remove content or block channels linked to Blocus. Simultaneously, the Generalitat’s legal department, the Gabinete Jurídico, has been instructed to assess judicial actions against both the companies and the individual staff members responsible for platform moderation and policy enforcement. The review will focus on whether these parties ignored formal requests from Catalan authorities to suspend channels promoting illegal activity.

## Coordinated Response to Prevent Future Incidents

A permanent coordination framework has been established between the Secretariat of the Government, the Gabinete Jurídico, and the Department of Interior and Public Security to implement any resulting measures. Paneque reiterated the government’s commitment to ongoing collaboration with Spain’s Prosecutor’s Office, the Ministry of the Interior, and national police forces on matters beyond Catalonia’s jurisdiction. The October 24th incidents resulted in 130 arrests, 76 of them minors, and caused serious damage to public infrastructure and commercial properties. The Mossos d'Esquadra reported that the unrest could not have occurred at scale without the use of encrypted messaging apps to disseminate real-time instructions. A follow-up operation on Saturday 31st October, involving around 500 officers in Plaça Catalunya and Passeig de Gràcia, led to the identification of over 2,000 young individuals suspected of potential involvement in future disruptions. More than 100 dangerous objects were confiscated, deterring further outbreaks. Residents and business owners in central Barcelona have called for stronger platform accountability, as many shops remain closed for repairs. The Generalitat has not ruled out financial liability claims against platforms if evidence shows they failed in their duty of cooperation.
