## Single Office, Two Administrations

From November 2026, the Citizen Information Office (OAC) at Gran Via 641 in Barcelona’s Eixample district will become the first in Spain to handle procedures from both the Catalan government (Generalitat) and the central Spanish government. Two civil servants from the Government Delegation in Catalonia will relocate to the office to manage national-level matters, including immigration, foreigner documentation, weapons and explosives permits, validation of foreign educational qualifications, and issuance of international vaccination certificates. The Catalan side will continue to support procedures such as obtaining digital identity (IdCAT), registering stable partnerships, resolving dependency assessments, and processing paperwork for large families.

> The goal is to make things easier and simplify bureaucracy; if there's one thing people don't understand, it's the barrier between Administrations.

Albert Tort, Secretary of Telecommunications and Digital Transformation in the Generalitat, said the initiative aims to strengthen cooperation between administrations and improve citizen access to services. He acknowledged that full integration of responsibilities remains a long-term aspiration.

## Expanding Access and Cooperation

The merged office is part of a broader agreement established through the Joint Commission for Economic and Fiscal Affairs between the State and the Generalitat of Catalonia. It follows a wider expansion of OACs across metropolitan areas, with new offices planned in Esplugues de Llobregat, Santa Coloma de Gramenet, and Sabadell, serving nearly 400,000 residents. Ester Manzano, Director General of Digital Services and Citizen Experience, confirmed that integrating municipal services, such as tax processing, residency registration, building permits, and fines, is under study but will follow only after evaluating the success of the current state-Generalitat pilot. Citizens are advised that appointments can be made online or by calling 012 to reduce waiting times. The OAC at Gran Via 641 also acts as a collaborating entity for CATCert, issuing digital certificates (IdCAT) on-site.

> People of all ages come. They may have tried it at home and still have doubts, or they may not know that they can complete the procedure online. It is a matter of generating proximity and security when interacting with the Administration.

The cultural shift toward a unified, omnichannel relationship, offering in-person, telephone, and digital support, is seen as key to building trust in public administration. If the pilot proves successful, the model could be rolled out across Catalonia.
