## Proposal for Public Dining Spaces

Barcelona en Comú (BComú) will present a proposal on Wednesday 21st October to establish a network of public dining halls across the city, where workers can heat up food brought from home. The initiative, to be discussed in the Presidency commission, aims to address the lack of affordable lunch options for employees in workplaces without canteens.

## What the Plan Includes

Under the proposal, each district in Barcelona would host at least one public dining space by 2027 as part of a pilot project. These spaces would offer microwaves, tables, chairs, drinking water, and selective waste disposal. Access would be free, and maintenance, cleaning, and security would be managed through agreements with local entities or companies overseeing the municipal facilities.

## Rising Costs and Market Gaps

Councillor Marc Serra of BComú will argue that the average price of daily lunch menus has risen by 30% over the past five years, now exceeding €15\. The party also references concerns raised by the Gremio de Restauración in June, which highlighted that dozens of Mercadona supermarkets allow customers to heat and consume food purchased on-site, a service not available in most workplaces.

> The superblocks and green axes have become improvised outdoor dining areas, but they depend on the weather and aren't available in all districts.

## Next Steps for the City

BComú is urging Mayor Jaume Collboni’s administration to complete a six-month assessment of existing municipal facilities to identify suitable locations. Priority should be given to areas with high concentrations of workplaces. The party notes that while some office zones, like 22@, see workers eating outdoors, such arrangements are weather-dependent and lack basic amenities.

## Context: Broader City Food Initiatives

This proposal aligns with other municipal efforts to improve food access. The city plans to launch a pilot affordable retail store in the Marina district in 2027, located in a municipally owned ground-floor space and managed by a non-profit or third-sector entity. That project, aimed at improving access to fresh, low-cost food in underserved areas, also includes vocational training in food retail trades. While distinct from the BComú dining hall plan, both initiatives reflect growing concern over food affordability and access in Barcelona’s evolving urban landscape.
