## Voluntary compliance phase underway

Barcelona City Council has launched a summer campaign to help the 210 commercial and catering businesses on La Rambla bring their external appearance into line with urban landscape, trade and consumption regulations. From July to September 2024, municipal visualizers under the Ciutat Vella District and the Municipal Institute of Urban Landscape (IMPU) are visiting ground-floor premises to advise owners on improvements to shop windows, signage and terraces. The current phase is focused on guidance, not sanctions. Teams are encouraging voluntary compliance with municipal ordinances, particularly those governing the aesthetic integration of commercial spaces into one of the city’s most iconic public thoroughfares.

## Support for upgrades

To assist businesses with the transition, the council is promoting available grant funding. Under the 2026 scheme to protect and improve Barcelona’s urban landscape, commercial premises under 500 m² can apply for subsidies covering external renovations. The grants support architectural preservation, environmental sustainability and the enhancement of commercial heritage, particularly in high-footfall areas. Applications are open until 16 November 2026, though the deadline may be brought forward if funds are exhausted. Full details and the application form are available via the [Barcelona City Council’s grants portal](https://ajuntament.barcelona.cat/comerc/en/do-you-have-establishment/grants-and-subsidies/grants-foster-protection-and-improvement-citys-0?ref=barna.news). Additionally, the Consortium for Linguistic Normalization is offering free support to ensure businesses correctly use Catalan in their signage and communications, in compliance with local language laws.

## Enforcement to begin in October

From October 2024, the council will shift to a second phase involving direct inspections of businesses that have not addressed aesthetic or regulatory shortcomings. These checks will supplement the administration’s routine monitoring activities across the city. Albert Batlle, Deputy Mayor and Councillor for Ciutat Vella, said the initiative promotes "the co-responsibility and active involvement of economic operators" in the broader transformation of La Rambla. He described dignifying building facades as a key element of the city’s commitment to revitalising the promenade beyond physical infrastructure works. The campaign follows the completion of the first phase of La Rambla’s multiyear renovation, which aims to improve pedestrian connectivity, expand green space and prioritise residential and local commercial use. The full project is expected to conclude in 2027.
