## €27 million response to extreme rainfall

The Barcelona City Council has announced a €27 million investment to repair damage and carry out structural works following a series of intense rainstorms in September and October 2026\. These storms, which occurred on 16 and 29 September and 3 and 4 October, delivered around 280 litres per square metre across the city, almost half the city's average annual rainfall of 600 litres per square metre.

On Tuesday 20 October, during the monthly Ecology, Urban Planning, Mobility and Housing Commission meeting, First Deputy Mayor Laia Bonet confirmed the expenditure. Of the total, €2 million has already been spent on immediate post-flood cleaning, €5 million is allocated to urgent works currently underway, and €20 million will fund longer-term structural improvements.

"The obligation of the municipal government is to act, and to do so quickly," Bonet stated.

## Urgent repairs and future resilience

The City Council has identified around 100 incidents linked to the storms, primarily affecting mountain-adjacent neighbourhoods including Horta-Guinardó, Nou Barris, Sarrià-Sant Gervasi, Sants-Montjuïc, Gràcia, and Les Corts. Of these, 16 are classified as top priority. Work will begin in the coming days and weeks.

Key urgent actions include stabilising a slope in the Font del Gos area of Horta-Guinardó, where residents remain unable to return home, and repairing the Can Balasch bridge in Les Planes, a critical access route in the Sarrià-Sant Gervasi district. Emergency contracting procedures are being used to accelerate repairs without public tender.

Other locations requiring immediate attention include the Cal Notari ravine and the Riera de Can Masdeu, where flooding affected the Ronda de Dalt motorway, particularly the Túnel dels Caçadors on the border between Canyelles and La Guineueta.

## Strengthening drainage infrastructure

Bonet confirmed that the city’s existing network of 15 stormwater retention tanks performed effectively during the extreme rainfall, filling and emptying up to two and a half times in three days. These tanks managed approximately one million cubic metres of water and prevented widespread street and building flooding.

"The torrential rains have confirmed that the deposits have worked," Bonet said.

The storms were classified as having a 300-year return period, far exceeding the city’s drainage system design standard of a 10-year return period. Despite this, damage was limited compared to similar events elsewhere.

Long-term resilience is being addressed through the Barcelona Comprehensive Sanitation Master Plan (PDISBA). The Rambla Prim stormwater tank, with a capacity of 94,000 cubic metres, is set for completion in 2028 and will be the second-largest of its kind in the city. This project is part of a wider plan to build 29 additional stormwater tanks, adding over one million cubic metres of retention capacity across Barcelona.

Administrative steps are already underway to reserve land for these future infrastructures, as part of the city’s Climate Plan to adapt to climate change and reduce flood risks from extreme rainfall.
