The initiative aims to expand public access to culture, information, and community spaces across all districts. The most advanced project is the Besòs i el Maresme–Ramon d'Alòs-Moner library, set to open in early 2027 at Carrer d'Alfons el Magnànim, 59, on the site of the former Pere IV cinema. The new 5,200-square-metre building, named after politician Jordi Solé Turà, will house the library across 2,400 square metres, alongside an extension of the CAP Besòs healthcare centre and a multi-purpose auditorium. ## Historic Buildings to Become Cultural Hubs In the Gothic Quarter, restoration of the Borsí building, a historic site, is underway to become the area’s new local library. With only 25% of work completed despite starting in 2023, the project has faced delays but remains on track with a budget of €21.1 million. It will also host community organisation spaces. In Eixample, the Taller Masriera building will house a relocated Sofia Barat library. The project includes asbestos removal, 3.3 tonnes were identified, and plans to preserve the historic Teatre Studium while creating new community areas. --- ## Raval to Gain Major Cultural and Library Complex One of the largest transformations will take place in Raval, centred on the Rubió i Lluch gardens and the former Hospital de la Santa Creu. The site will host an expanded Biblioteca de Catalunya and a new district library to serve Ciutat Vella, the only district currently without one. The total investment for the area is expected to reach €72 million. According to the Generalitat, the redevelopment will free up nearly 12,000 square metres for cultural use. The current Sant Pau i la Santa Creu library will be replaced, and services from the Biblioteca de Catalunya’s current location on Carrer Villarroel will be consolidated. A new public passageway linking Rubió i Lluch gardens to Plaça de la Gardunya is scheduled for completion in 2026, with construction set to begin in summer 2025 and a budget of €820,000. ## State Library and Other Key Projects Construction of the long-delayed state public library began in October 2025 on land adjacent to Estació de França. The Ministry of Culture’s project, budgeted at approximately €82 million, will create a building of over 16,000 square metres across eight floors on a plot exceeding 5,000 square metres. Works are expected to last five years. In Nou Barris, the former Ideal Plàstica Flor factory will be converted into a district library, a large auditorium, a gym, and multi-purpose community spaces. Construction started in early 2026 with a budget of €24.5 million. The Marina del Prat Vermell library in Sants-Montjuïc is still in the project phase, with construction expected to begin in 2027\. The Poble-sec library, which will replace and expand the Francesc Boix library, has no confirmed timeline but is expected to be completed by 2030. > The Library Consortium aims to increase the city’s public library service area to nearly 100,000 square metres by 2030, up from 68,805 square metres in 2022, under the Library Network Plan 2030.
