## Revised Aid Thresholds to Reflect Housing Costs

On Tuesday 20th October 2026, Barcelona’s Social Rights Commission approved a measure that will require social services to factor in housing costs, whether for rent or first-time home purchase, when assessing eligibility for family aid. The change aims to support households that currently fall outside benefit thresholds despite struggling to meet basic living costs. Under the new policy, income thresholds for aid will be recalculated by determining disposable income after deducting the Barcelona city average for housing. This adjustment will apply to social, educational, and housing benefits, including school meal grants, child allowances for those aged 0 to 16, and funding for extracurricular activities. The measure was promoted by ERC and amended by Junts and the PP to include mortgage costs for primary residences. It was supported by Comuns and the PSC-led municipal government. Vox abstained from voting.

## Annual Updates and Pressure on Regional Government

The approved text commits the city to updating the revised thresholds annually. It also calls on the Generalitat to adopt a similar methodology in its own benefit programmes, urging regional departments to incorporate housing costs into their eligibility criteria. Deputy Mayor Raquel Gil noted that not all aid programmes are under municipal control but affirmed that Barcelona already leads Spain in per capita social spending. The review must be completed before the next local elections in May 2027\. Families who currently earn above existing income limits but spend a significant portion of their income on housing may soon qualify for support.

### What This Means for Residents

Affected residents include working families, single-parent households, and individuals who face high housing costs relative to income. While the revised system is not yet in place, the city’s commitment signals a shift toward more nuanced assessments of financial need. For now, current eligibility rules remain unchanged.
