Barcelona City Council will assess major events by what they give back to residents, including a tangible legacy, public participation and consistency with the city’s values, its Director of Communication Pilar Roca said at the fourth BCN Desperta forum, reported on 30 September.

The approach matters for residents across Barcelona because the council says events should extend beyond a single venue or ceremony. Roca pointed to World Architecture Capital activities, which have included conferences, debates and visits across all 10 city districts, as the model for bringing international programmes into neighbourhood life.

> “The big difference is not what Barcelona brings to an event, but what an event brings to Barcelona,” Roca said.

## Participation is the condition for a city-wide benefit

Roca said the council could host many large events, but that the city and its residents should be demanding about their value. She described the requirement as a responsibility, rather than a limit on Barcelona’s ambitions.

- Events must leave a tangible legacy for the city.
- They must provide a benefit to residents.
- They must be consistent with Barcelona’s local values.
- They should involve public participation beyond the immediate event site.

For residents, that means the council’s stated test is whether an international event produces accessible local activity, such as talks, visits or debates in districts, rather than only media attention or a one-off spectacle.

## Sagrada Família ceremony cited as a recent example

Roca and creative director Igor Cortadellas discussed the recent ceremony at the Sagrada Família, where Pope Leo XIV presided over a mass marking the centenary of architect Antoni Gaudí’s death and blessed the Tower of Jesus Christ.

According to the [Sagrada Família](https://sagradafamilia.org/en/-/el-papa-lleo-xiv-presideix-la-missa-solemne-de-commemoracio-del-centenari-de-la-mort-d-antoni-gaudi-i-beneeix-la-torre-de-jesucrist?ref=barna.news), the 172.5-metre Tower of Jesus Christ is the Basilica’s highest point and made the church the tallest in the world. The event ended with the first lighting of the tower’s cross and a drone-guided display.

Cortadellas said the purpose of the ceremony was to find a universal message without competing with Gaudí’s building, placing the focus on people gathering around it. Roca said the event combined heritage with creativity and innovation, qualities she associated with Barcelona’s public image.

Roca’s stated benchmark for future events is that they become opportunities that give residents a direct benefit and contribute to a coherent account of the city.
