# Barcelona's Zona Franca shifts from landlord to tech hub

## From industrial landlord to innovation driver

Pere Navarro, Executive President of the Barcelona Free Trade Zone Consortium (CZFB), has announced a strategic shift away from the organisation's traditional role as an industrial landlord. Speaking at the BCN Desperta! conference on Friday 02 October 2026, Navarro outlined how the CZFB is evolving into a catalyst for metropolitan reindustrialisation, integrating advanced technology, affordable housing, and talent development. Navarro, who also serves as the Spanish State's special delegate, stated the entity has moved beyond its reputation as the 'big industrial landlord' to become a connector of 4.0 technologies, skilled professionals, and socially responsible urban development.

A central part of this transformation involves the CZFB's contribution to tackling Barcelona's housing crisis. The Consortium has agreed to lease municipal land it controls at Casernes de Sant Andreu (Sant Andreu district) and La Marina del Prat Vermell (Sants-Montjuïc) to Barcelona City Council for the construction of protected affordable housing. According to the city council's official announcement, this agreement will enable the development of 1,878 officially protected homes on 185,000 square metres of buildable land, with a further 97,000 square metres allocated for community facilities. These sites were previously designated for free-market housing. Navarro stressed the urgency of the housing emergency, stating:

> "Sometimes legislative chambers are far from citizens, but in this case, they should be extremely close. Political forces must be aware that there is a real emergency affecting all generations."

He added that all public administrations must contribute, calling on political leaders to approve national housing measures currently stalled in Congress.

## DFactory hits full occupancy, expansion plans unveiled

On the economic front, the CZFB's DFactory innovation hub has reached full capacity. As of 8 September 2026, the complex hosts 50 companies specialising in robotics, 3D printing, and applied artificial intelligence, achieving 100% occupancy following the arrival of EAIRIS Technologies, a firm focused on Industrial EdgeAI. Navarro revealed a physical model of the planned expansion, which will transform DFactory from a single building into a 'District 4.0'. The project includes three new buildings, two for company installations and one dedicated to services and events, and a 1,000-square-metre transparent cube for cultural and technological activities. The redesign will centre on a large public plaza comparable in size to Plaça de Sant Jaume, reinforcing the shift from a traditional industrial park to an interconnected urban innovation district located just 10 minutes from central Barcelona and adjacent to the airport.

### Sector collaboration drives medical innovation

Navarro highlighted successful public-private partnerships, including a strategic alliance with Hospital Clínic and Hospital del Mar. Through a 3D printing incubator at DFactory, the collaboration produces custom prosthetics and anatomical models for complex surgical procedures. Construction of new healthcare facilities at Casernes de Sant Andreu, including a primary care centre and mental health services, is already underway, as confirmed by a 2024 cornerstone-laying ceremony attended by the Catalan Health Minister and the Mayor of Barcelona.

### Building future talent in science and tech

To sustain the ecosystem, the CZFB runs 'Feel the ZF Power', an educational programme inviting students aged 10 to 14 to visit DFactory and engage with cutting-edge technology. Navarro emphasised the goal of nurturing local talent and attracting global experts:
