The research shows that existing solar installations cover just 0.46% of the city’s total electricity demand. Despite technological advances, solar power could meet no more than 18.6% of Barcelona’s overall energy needs even under full deployment, and that share may shrink as transport and heating systems become more electrified. --- ## Unequal Access Across Neighbourhoods Domestic solar self-consumption is heavily concentrated in wealthier areas such as Vallvidrera, Tibidabo i les Planes, Sarrià, and Pedralbes, where single-family homes dominate and residents have higher incomes. In these areas, there are around 28 domestic solar installations per thousand inhabitants. In contrast, five neighbourhoods, Ciutat Meridiana, Turó de la Peira, Guineueta, Vall d’Hebron, and Verneda i la Pau, have no private solar installations at all. Twenty-two of the city’s most climate-vulnerable areas are also among those with the lowest levels of solar uptake. Eva Vilaseca, an IDRA researcher and co-author of the report, highlighted that households in these high-risk zones often need more cooling during heatwaves yet face higher electricity bills without the means to offset them through solar generation. > We have been talking about energy communities for five years, and we only have four in Barcelona. Something is not working. ## Barriers to Shared Energy Only four operational energy communities exist in the city, located in Poblenou, La Bordeta, El Guinardó, and El Bon Pastor, alongside two municipal shared self-consumption projects. Together, they account for just 0.32% of Barcelona’s installed self-consumption capacity. Residents in apartment blocks must reach consensus with their entire community to install panels, while nearly 40% of Barcelonans rent, making long-term energy investments inaccessible. Administrative complexity and lack of financial or technical support further hinder progress. Rubén Martínez, another IDRA researcher involved in the study, stressed that relying solely on individual initiative will not achieve a rapid green transition. He advocates treating rooftops as collective infrastructure. Under recent regulatory changes, surplus energy from photovoltaic installations can now be shared up to five kilometres away, enabling large roofs, such as those on supermarkets, factories, or municipal sports centres, to supply nearby homes. ## Towards a Fairer Model The report calls for a provincial climate fund to finance solar installations in disadvantaged areas, funded by polluting industries, European ecological transition grants, and surpluses from large-scale renewable projects. This would prioritise neighbourhoods most exposed to climate risks and help democratise access to clean energy.
