## Record Number of Complaints Over Bar Noise and Terraces

The emergency number 112 received 12,518 calls in 2025 from Barcelona residents reporting disturbances linked to bars and restaurants. According to data provided by the Catalan Government’s 112 service and published this Friday, 11,762 complaints concerned noise from premises, 414 involved unauthorised use of public space, including illegal terrace installations, and 342 related to breaches of closing times. These figures have been released by the Neighbourhood Network Against Noise (Xavecs), which used the data to criticise ongoing non-compliance with municipal regulations and what it described as insufficient enforcement by city inspectors.

## Xavecs Calls for Stricter Controls Ahead of 2027 Renewals

In a statement issued today, Xavecs said the numbers confirm "the repeated non-compliance with municipal regulations by bars and restaurants, as well as the deficient control of municipal inspections to enforce established ordinances." The group is urging the city administration to carry out a strict review of outdoor seating licences before those due in 2027 are renewed. Xavecs highlighted that there were 6,899 active terrace licences in 2025, an increase of more than 6% since 2022, and argued that reducing this number is essential to addressing noise and disruption in residential areas.

> A thorough and strict administrative review must lead to a reduction in the number of terrace licences.

## Eixample Tops List for Noise and Unauthorised Terraces

The 112 data is broken down by district, revealing where complaints are most frequent. Eixample recorded the highest number with 1,996 complaints, leading in both noise disturbances and unauthorised occupation of public space. Sant Martí followed with 1,948 reports, and Ciutat Vella came third with 1,918\. Sants-Montjuïc had the most complaints about establishments exceeding closing hours, while other districts with high totals included Nou Barris (1,294), Sant Andreu (862), Gràcia (818), Horta-Guinardó (735), Sarrià-Sant Gervasi (727) and Les Corts (375).

### Residents Seek Relief Through Noise Observatory Tool

Xavecs launched the Noise Observatory in March, a digital platform providing real-time sound level data, analysis of terrace impacts by neighbourhood, and information on acoustic pollution from events and schools. The tool aims to help residents understand how noise affects health and quality of life, and to support advocacy for stronger regulation. Residents can access detailed reports and interactive maps via the [Barcelona Victimization Survey (EVB) 2025](https://bcnroc.ajuntament.barcelona.cat/jspui/handle/11703/141646?ref=barna.news), published by the city council’s open-access repository.
