## Updated Pact Strengthens Coordination

The Guardia Urbana de Barcelona and the Mossos d'Esquadra have signed a new collaboration agreement to modernise their joint approach to public security. The pact updates the existing framework that has been in place since 2005, aiming to enhance institutional, operational, and technological coordination between the two police forces. The agreement was signed on Friday 18 September 2026 by Barcelona mayor Jaume Collboni and regional interior minister Núria Parlón. It marks the first major update in over two decades and responds to the city’s evolving security landscape, rising crime complexity, and growing public demands for effective policing.

## Expanded Role for Guardia Urbana

One of the key changes is the expanded role of the Guardia Urbana in receiving criminal complaints, particularly in cases involving gender-based and domestic violence. The force will now play a more central role in initial victim support, building on its existing [Servei d’Atenció a la Víctima](https://ajuntament.barcelona.cat/premsa/2023/03/09/la-guardia-urbana-posa-en-marxa-el-servei-datencio-a-la-victima-un-servei-pioner-datencio-integral-a-les-victimes-de-violencia-de-genere-i-on-es-rebran-denuncies/?ref=barna.news), a pioneering integrated support service launched in 2023\. Under the new agreement, victims will be able to file reports more easily and quickly, regardless of which police body they first contact. This aims to reduce delays and trauma in the reporting process.

> The goal is to improve service to citizens and strengthen security in Barcelona, adapting to the city’s transformation and new social challenges.

## Shared Technology and Data Access

The agreement establishes clear rules for information exchange and mutual access to police databases, with full compliance with data protection laws. It also enables shared use of surveillance technologies, including access by Mossos d'Esquadra to the city’s municipal video surveillance system during emergencies, public safety incidents, or criminal investigations. Operational protocols will be developed to implement the agreement, including updates to coordination bodies such as the Local Security Board, the Urban Security Council, and district-level prevention councils.
