The combined total of €547 million represents funds the city is legally owed but has not collected, amounting to 13% of the €4.18 billion budget managed by Mayor Jaume Collboni’s administration this year. The city council has classified €515.13 million of this combined tax and fine debt as a "doubtful collection" provision as of the end of 2025, covering 66% of unpaid taxes and 82.8% of outstanding fines. --- ## Gradual Recovery Efforts From 1 January to mid-September 2026, the city collected €13.63 million in fines carried over from previous years, reducing the total backlog from approximately €354 million at the start of the year to €341 million. In the same period, €22.51 million in overdue taxes were recovered, bringing the accumulated tax debt down from about €228 million to €206 million. The Municipal Tax Institute, responsible for collections, has agreements with the Spanish Tax Agency to seize tax refunds and with the Tax Agency of Catalonia to seize bank accounts outside Barcelona.
