## City Launches Investigation After Widespread Outages

On Wednesday 21st October 2026, Barcelona City Council confirmed it has opened an informational inquiry into E-Distribución, the electricity distribution arm of Endesa, over blackouts that left more than 5,000 residents without power during heavy rains on the first weekend of October. The inquiry was announced by Deputy Mayor Raquel Gil during the Economy and Finance Commission, in response to formal requests from Junts and ERC councillors. Its purpose is to determine the cause of the outages, assess Endesa’s response, and clarify any potential responsibility.

> If we see a lack of diligence, it could lead to a sanctioning procedure.

, Laia Bonet, First Deputy Mayor

## Gràcia, Nou Barris, Horta-Guinardó and Les Corts Most Affected

As of Tuesday 6th October 2026, over 2,500 homes remained without electricity, with Gràcia the worst-hit district, where around 500 homes were still in the dark. Two-thirds of affected users were concentrated in Gràcia, Nou Barris, Horta-Guinardó and Les Corts, areas with ageing infrastructure and a history of recurring outages during wet weather.

Endesa cited widespread flooding of transformer substations and the fact that 91% of Barcelona’s low-voltage network is underground as complicating repair efforts. The company told betevé that teams were working at full capacity and cooperating with the council.

### Residents Demand Better Compensation

ERC councillor Jordi Coronas criticised the repeated nature of the outages, saying: "Three months ago the excuse was the heat. Now it's the rain." He called on the city to clarify what actions it had taken with Endesa and what compensation was being considered for affected households and businesses. Junts councillor Damià Calvet described current compensation mechanisms as "late and insufficient" and urged the council to explore new ways to support self-employed workers and small businesses. The municipal government acknowledged the need for reform but noted that compensation rules are set at state level, with oversight by the Generalitat.

## Monitoring System and Grid Investment Plans

The city will work with the Generalitat’s Directorate General of Energy and Mines to develop a new system for monitoring power outages by district and neighbourhood, aiming to improve transparency and response times. Endesa has announced a €416 million investment in Barcelona’s electricity grid between 2026 and 2030, up from €233 million in the previous five-year period. According to its 2026–2028 Strategic Plan, the company intends to invest €5.5 billion in its distribution grid nationwide, subject to regulatory approval of investments above the current cap ([Endesa.com](https://www.endesa.com/en/about-endesa/strategy-strategic-planning?ref=barna.news)).
