The initiative, part of the city’s Climate Plan, aims to decarbonise urban transport and achieve a 100% zero-emission moped fleet by 2030. --- ## Simple Process, Limited Funds The subsidy requires only two documents: proof of purchase of the new electric moped and proof of scrapping the old combustion model. Applicants must scrap a moped acquired on or after 1 March 2026\. Barcelona Municipal Services (BSM) offers a free scrapping service and will issue the necessary certificate for the application. The grant is capped at 50% of the electric moped’s price excluding VAT and represents between 16% and 40% of the vehicle’s market cost. The call for applications will remain open until 30 September 2028, with a total budget of €5.2 million allocated for 2026–2028\. Of these, approximately 18,000 are in regular use, producing an estimated 3,000 tonnes of CO₂ annually. The full programme, backed by €15 million in funding until 2030, targets the replacement of 24,000 combustion mopeds and the rollout of 64 battery swapping stations. The city council has already approved the regulatory framework for future subsidies supporting charging infrastructure and battery exchange networks, expected to be announced soon. The measure has the backing of motorcycle advocacy groups including Anesdor, Motoristes per Barcelona, and P(A)T. > The goal is to reach a completely electric and zero-emission moped fleet, a key step in the decarbonization of mobility.
