Barcelona is spearheading a global initiative to boost investment and governance in urban coastal areas, launching the Manifesto Barcelona to promote long-term resilience and economic opportunity. The document, presented during the Tomorrow.[Blue Economy](https://barna.news/barcelona-to-invest-150m-in-blue/) congress in Barcelona, has already gained support from 23 cities such as Dakar, Marseille, New York, and Jakarta, as well as nine regional authorities.

The manifesto calls for stable, long-term funding and integrated governance that transcends short political cycles, urging institutions and private actors to collaborate on systemic transformations rather than isolated projects. It frames investment in coastal regions not as a cost, but as an economic opportunity that supports climate adaptation, job creation, and sustainable development.

Key risks highlighted include sea-level rise, ocean warming, extreme weather, pollution, and growing urban exposure. The text advocates for directing private capital towards fishing, aquaculture, ports, logistics, tourism, and marine ecosystem regeneration. It also stresses the need for scientific and technical support in decision-making to ensure cities can adapt to changing environmental conditions.

## Building Resilient Coastal Economies

The manifesto envisions a future where coastal resilience fosters equitable, prosperous, and sustainable urban communities. It promotes responsible tourism, affordable housing access, and climate-resilient infrastructure. According to the latest data, the blue economy in Catalonia generates nearly €28 billion annually and supports over 185,000 jobs. In 2023, it contributed €8.001 billion in gross value added, representing 2.9% of the region’s total economy.

## International Collaboration Underway

Supported by the Barcelona City Council and the Collaborating Centre of the Ocean Decade for a Sustainable Ocean Economy (DCC-SOE), the manifesto has drawn backing from global coastal cities including Cape Town, Miami, Rio de Janeiro, and Vancouver, as well as regions such as Provence-Alpes-Côte d'Azur (France), Emilia-Romagna (Italy), and the Jakarta Metropolitan Area.

> "We envision a future where coastal resilience is not solely about protecting the coastline from climate hazards, but about creating prosperous, equitable, and sustainable coastal urban communities and economic systems,"

The document will remain open for new signatories until the Ocean Decade Conference 2027, scheduled to take place in Rio de Janeiro in April 2027\. This follows Barcelona’s recent confirmation as host of the UNESCO Ocean Decade Collaborative Centre, a role that strengthens its leadership in the global blue economy, with operations beginning in 2025 and continuing until at least 2030.
