# Barcelona Launches Impact Economy Push with €1.5bn Focus

## City Targets Leadership in Impact Economy

Barcelona is positioning itself as one of Europe’s leading centres for the impact economy, where businesses and investors generate financial returns while delivering measurable social and environmental benefits. Mayor Jaume Collboni set this goal on Thursday, launching a week-long event, *Barcelona4impact*, which runs from 9 to 16 October 2026 and brings together entrepreneurs, investors, and institutions focused on this model. The event is expected to draw around 8,000 attendees and involve 72 organisations. Investment funds participating in the ecosystem have access to more than €1.5 billion in combined capital, according to figures cited by the city council.

## A Model Beyond Profit

Collboni described the initiative as a shift away from "growth at any cost", advocating instead for an economy that balances profitability with public good. He highlighted Barcelona’s tradition in the social and solidarity economy and called for stronger collaboration between public and private sectors. "It is not our city's model" to pursue growth that harms people or the environment, he said.

This statement, made by Lisa Hehenberger of Norrsken, reflects the core principle behind the impact economy, which includes ventures such as job-creation programmes for vulnerable groups and startups developing climate solutions.

### Supporting Startups and Strategic Sectors

The city is backing this vision with direct investment. Of this, €10 million is reserved specifically for companies with verifiable social or environmental impact. Four in ten startups founded in Barcelona pass through Barcelona Activa’s support programmes, according to data from the agency.

## Challenges and Opportunities

Collboni linked the new economic model to key urban challenges: housing access, climate change, and technological transformation. On artificial intelligence, he advocated for "technological humanism", ensuring tools serve societal needs rather than drive unchecked automation. Rocío Alcocer, managing director of Norrsken Barcelona, said the city’s concentration of talent, universities, and capital gives it a strong foundation. With Norrsken’s five global hubs and international investment networks, local entrepreneurs can reach new markets, while Barcelona becomes a gateway to southern Europe for global impact projects. The broader ambition, shared by co-organisers Ship2B and ESADE, is for impact criteria to eventually become standard across all economic activity.
