Barcelona judges have started implementing a new law against repeat offenders. They are issuing restraining orders to prevent further crimes. This follows a [Penal Code modification](https://www.boe.es/buscar/act.php?id=BOE-A-2026-7966&ref=barna.news). The new measure, targeting multirreincidencia, came into force on Friday, 10 April.

## New Powers for Judges

A judge in El Prat issued one of the first applications. They prohibited a rental car thief from approaching [Barcelona Airport](https://www.aena.es/en/josep-tarradellas-barcelona-el-prat.html?ref=barna.news). The individual, known to the [Mossos d'Esquadra](https://en.wikipedia.org/wiki/Mossos%5Fd%27Esquadra?ref=barna.news), must stay at least one kilometre away for two years. This measure aims to curb criminal activity in high-traffic areas.

According to La Vanguardia, the court order deemed the precautionary measure "necessary, proportionate, and suitable to prevent repeat offending." The thief had accumulated 21 prior arrests. Several recent detentions occurred in February, March, and April.

## Tougher Penalties for Repeat Theft

The new legislation significantly toughens penalties for persistent offenders. Individuals convicted of three thefts now face prison sentences of one to three years. This applies regardless of the value of items stolen. This represents a stricter approach to minor but repeated property crimes.

Additionally, the law introduces an aggravating factor for the theft of mobile phones or electronic devices. This applies if devices are likely to contain personal data. It reflects concerns over data security and identity theft. The Barcelona metropolitan area sees frequent incidents of theft. This includes El Prat de Llobregat, where the airport is located.

## Combating Crime in Barcelona

This legal reform marks a significant step in Barcelona's ongoing efforts. It aims to combat impunity and enhance public safety. Authorities expect these new measures to deter repeat offenders. Geographical restrictions should help reduce crime rates across the city.
