## Council Imposes €1,500 Fine for Public Space Use

Long queues of tourists regularly gather on the pavement of Passeig de Gràcia outside Casa Batlló, one of Barcelona’s most visited UNESCO World Heritage sites. To manage crowds, staff use extendable barriers and signage to direct ticketed visitors, but the setup has led to repeated obstruction of the public footpath, including near a metro entrance. On Saturday 31st October 2026, Barcelona City Council confirmed it had issued a €1,500 fine to Casa Batlló this year for the unauthorised occupation of public space, citing the recurrent use of portable stanchions to control queues. The Eixample district administration described the sanction as a formal warning, aimed at compelling the property to reorganise visitor access without encroaching on the street. Casa Batlló, owned by the Bernat family behind the Chupa-Chups brand, is required to comply with municipal regulations on public space usage.

## Pressure Mounts Amid Ombudsman Criticism

A recent resolution from the Barcelona Ombudsman’s Office, published on 26th October 2026 and signed by David Bondia, criticises the Eixample district for failing to enforce regulations effectively. The office states the district’s actions have not been legally sound or sufficient to protect citizens’ right to accessible public space. It highlights “municipal tolerance” toward what it calls a “continued and undue occupation” of the pavement by Casa Batlló’s operations. The resolution follows a complaint filed in May 2026 by a local resident, echoing a 2024 ruling that already found the district had not adequately addressed the issue. Despite two sanctioning procedures initiated since 2023, the Ombudsman notes the problem persists.

> The Ombudsman’s Office urges the district to adopt, once and for all, the necessary measures to prevent the occupation of public space by the activity of Casa Batlló.

## Plans for Internal Queue Management Underway

Casa Batlló has acknowledged the concerns and says it has been working since 2023 on a comprehensive plan to reconfigure visitor reception. This includes redesigning the entrance system to meet municipal requirements and moving queues indoors. The building’s management notes it already limits visitor flow with 15-minute entry quotas to reduce street congestion. However, it argues that many people gathering outside, such as those taking photos, waiting to buy tickets, or visiting the free-access shop and ground floor, are beyond its control. Sources close to the management say the upcoming plan also addresses mobility, security, heritage preservation, and community relations, with input sought from local institutions. Residents and city officials agree that a lasting solution must balance the high demand to visit Gaudí’s masterpiece with the rights of pedestrians and nearby residents to unobstructed access. While the new system has not yet been detailed, Casa Batlló says it will be implemented soon.
