## City Council Moves to Request Access Restoration

The Barcelona City Council is preparing a formal proposal to request the reopening of the Carretera de les Aigües, a popular route through the Collserola Natural Park that has been closed for nearly a year due to African swine fever (ASF) controls. Deputy Mayor for Security, Albert Batlle, announced the move on Tuesday 20th October during the Commission for Ecology, Urbanism, Mobility, and Housing. Batlle stated that the proposal will focus on identifying areas where access could be progressively restored, based on risk assessments and while maintaining strict safety criteria. "From the City Council, we are already preparing a proposal to submit to the Conselleria," he said, referring to the Catalan government’s Department of Agriculture, Livestock, Fisheries and Food.

## Gradual Reopening Under Review

The council’s initiative follows recent statements by Catalan Agriculture Minister Òscar Ordeig, who confirmed that a technical group and political coordination table have been established to evaluate the phased reopening of Collserola. Ordeig has indicated that restricted access zones could begin to reopen by late November 2026, with safe corridors established for public use. According to Ordeig, the wild boar population in the zero-risk zone has dropped from 20 animals per square kilometre at the height of the outbreak to nearly one per square kilometre. He added that all but one recent ASF detections involved carcasses found by detection dogs, suggesting the virus is no longer actively spreading.

> These are decisions that we must all respect, because very serious economic consequences for the country are at stake.

Batlle stressed that reopening decisions must align with European, national, and Catalan protocols, citing the risk of losing international pork markets and triggering trade restrictions if containment fails. While urging caution, he acknowledged the significant inconvenience the closure has caused residents, especially in areas like Vallvidrera, where a protest of around 200 people was held on Saturday 17th October calling for immediate access restoration.

## What This Means for Residents

The Carretera de les Aigües is a key recreational and walking route for many Barcelona residents. Its closure has affected local businesses, restaurants, and outdoor activity groups in surrounding neighbourhoods. While no official reopening date has been set, the city council’s proposal marks a formal step toward restoring public access. The final decision rests with the Generalitat, which will base its actions on technical and scientific assessments.
