Councillor for Culture and Creative Industries, Xavier Marcé, confirmed the administration remains open to negotiation and described the latest offer as "viable and respectful" of both employee demands and public service standards. Since February 2026, 13 meetings have been held between municipal delegations and the works council to finalise adherence to the city’s working conditions agreement for 2025–2028\. Marcé stressed the importance of avoiding "maximalist positions" and reiterated that the agreement is "an essential agreement for the city". A conciliation meeting is scheduled next week at the Department of Labor to determine the next steps in the process. ## Revised Pay and Working Conditions Under the current proposal, the initial 8% pay rise for library staff could be increased to 8.5% or even 9%, depending on negotiations. For employees in the A2 basic category, this would bring their gross annual salary to at least €42,866, excluding supplements for seniority or weekend and holiday work. The plan also includes a reduction in the standard working week from 37.5 to 35 hours for all library staff, aligning with current practice in some roles. The Barcelona Libraries Consortium has introduced a new shift model to support work-life balance, featuring fixed morning or afternoon shifts and only one split day per week with 8.5 hours of work. > I understand that these margins must disregard maximalist positions ## Permanent Status and Career Integration A key component of the proposal is the conversion of all library personnel on temporary contracts into civil servants, a move the council says will enhance job security and professional development. This "functionarisation" would allow staff to benefit from internal promotion, geographical mobility, and career progression without retaking public exams. The integration into the municipal professional career framework is part of broader commitments made in the city’s 2025–2028 labour agreement, approved by full council on 30 January 2026 with support from PSC, BComú and ERC. The agreement covers 482 structured positions across the city’s 41 municipal libraries, where around 540 staff are currently employed. --- Manager of People and Organizational Development at Barcelona City Council, Javier Pascual, said the administration is seeking a "meeting point" to finalise the remuneration package.
