## Taser Deployment on Track for Mid-2027

The Barcelona City Council has set in motion final procedures to arm the Guardia Urbana with Taser pistols before the end of the current mandate in mid-2027\. A municipal plenary vote on 26 June approved a proposal from the Partido Popular (PP), supported by the ruling PSC, Junts and Vox, requiring the city government to present a draft regulation on the use of electroshock weapons within one month and to launch procurement within three months of approval [\[S1\]](https://www.elmundo.es/cataluna/2026/06/26/6a3ecbe8e85ece0e758b45ba.html?ref=barna.news). Under the plan, the draft regulation will be debated in the Security Commission in July and must receive final plenary approval in October. Once adopted, the tender for purchasing the devices can proceed, with deployment expected by the first half of 2027 [\[S2\]](https://particle.news/story/barcelona-council-commits-to-equip-guardia-urbana-with-tasers-by-mid2027?ref=barna.news).

## Political Divide Over Public Safety Measure

The decision marks a reversal from a year earlier, when Junts blocked a similar proposal citing insufficient consultation with police unions. Their support this time reflects growing concern over street-level violence, including daylight stabbings and armed incidents [\[S3\]](https://www.lavanguardia.com/local/barcelona/20260626/11576160/barcelona-aprueba-guardia-urbana-tenga-pistolas-taser-mediados-2027.html?ref=barna.news). The proposal passed with broad backing from PSC, Junts, PP and Vox. However, Barcelona en Comú (BComú) and Esquerra Republicana (ERC) opposed the move. BComú’s Marc Serra criticised the lack of safeguards limiting use during protests or restricting discharges. ERC’s Jordi Coronas objected to authorising Taser use on individuals as young as 14, calling them 'children', and argued that regional Mossos d'Esquadra forces already provide sufficient armed presence [\[S1\]](https://www.elmundo.es/cataluna/2026/06/26/6a3ecbe8e85ece0e758b45ba.html?ref=barna.news).

## Tourist Tax Hike and Tram Expansion Also Advance

Parallel efforts are moving forward on economic and infrastructure policies ahead of the May 2027 elections. The council has a political commitment, including from PSC, BComú and ERC, to raise the tourist tax for cruise ship day-trippers from €11 to €30 per person per day. These passengers stay less than 12 hours and are said to strain public services without contributing significantly to the local economy [\[S5\]](https://en.ara.cat/society/agreement-to-raise-the-tourist-tax-for-cruise-ships-calling-in-barcelona-up-to-30-euros%5F1%5F5770571.html?ref=barna.news). Meanwhile, the second stage of the tram connection along Avinguda Diagonal, linking Verdaguer to Francesc Macià, is entering the tender phase. Final project approval was granted by the city council, with urban redevelopment plans confirmed and coordination secured between the Barcelona Metropolitan Transport Authority (ATM) and municipal authorities [\[S17\]](https://www.barcelona.cat/infobarcelona/en/second-stage-of-work-tendered-to-connect-the-tram-systems-in-av-diagonal%5F1195516.html?ref=barna.news).

### Budget and Legacy Projects Face Delays

Mayor Jaume Collboni faces mounting challenges in securing approval for the 2027 fiscal ordinances and budget. Without a guaranteed majority, he may have to extend the current budget rather than pass a new one. His flagship campaign promise to open 30 inner courtyards in Eixample with a €171 million investment has stalled due to administrative complexity, and no construction has begun after three years.
