# Barcelona area plans 6,000 subsidised homes

The Barcelona Metropolitan Area (AMB), the public body serving Barcelona and 35 surrounding municipalities, plans to add 6,000 subsidised homes over the next five years. For people registered for public housing, the plan offers a future supply of homes, but demand already exceeds available affordable options across the metropolitan area.

Barcelona city had 100,179 people on its public-housing register in March 2025\. Across Barcelonès, Baix Llobregat, Maresme, Vallès Occidental and Vallès Oriental, active applications rose from 84,923 at the end of 2024 to 104,004 by the end of 2025, according to figures reported from the Agència de l’Habitatge de Catalunya, Catalonia’s housing agency.

## Public housing pipeline extends to 2030

Between 2019 and 2025, the AMB promoted about 5,000 social-housing units, according to reporting by Cristina Martín Valbuena. The additional 6,000 homes would bring the metropolitan body’s total planned output to about 11,000 over a decade.

> “We are at 20% of what was produced before,” AMB manager Ramon Torra said of social-housing construction.

The AMB uses the Metropolitan Institute for Land Promotion and Heritage Management, known as IMPSOL, to promote protected housing. IMPSOL is expected to promote 6,000 homes between 2019 and 2030.

- Vivienda Metrópolis Barcelona is developing 1,828 homes.
- The public-private operator is formed by Barcelona City Council, the AMB and developers Neinor and Cevasa.
- Its first homes are expected to be handed over in Sant Boi de Llobregat by the end of the year.

## Applications rose across metropolitan towns

Registrations for social housing in the metropolitan area increased by 22.47% in 2025\. Sant Boi de Llobregat recorded the largest rise, with active applications up 89.84% to 1,420.

Sant Just Desvern recorded an 84.71% increase, while Badalona, Gavà and El Prat de Llobregat also registered sharp rises. Castelldefels and Pallejà were among the municipalities where demand fell.

People seeking a subsidised home in Sant Boi should expect the first homes from Vivienda Metrópolis Barcelona to be delivered by the end of the year, while the wider AMB programme is scheduled over the next five years.
