The move, backed by a €36.6 million investment, will consolidate the city’s main emergency services, Guàrdia Urbana de Barcelona, Bombers de Barcelona, Mossos d’Esquadra and the Sistema d’Emergències Mèdiques (SEM), into a single, modern facility. The project involves the full rehabilitation of the disused Llac building, which has stood vacant since 2012\. The new CECOR will occupy a built area of 6,763 m² across a ground floor, four upper floors and two basement levels, nearly doubling the current operational space from 3,521 m² to over 5,000 m². ## Design and Technological Upgrades Under the plan, the basement levels will house technical and logistical spaces, including a secure data processing centre. The lower floors will contain joint control rooms and real-time emergency coordination areas, while the ground floor will serve as the main access point, featuring a press room and multipurpose areas. The upper floors will accommodate offices for the emergency services and shared staff spaces. The facility will include advanced technological infrastructure such as redundant communication networks, videowalls, videoconferencing systems and high-resilience data processing. Energy efficiency measures will include high-performance air conditioning, operation-adapted lighting and heat recovery from tech equipment for climate control. The building’s ceramic lattice façade will be preserved. ## Timeline and Urban Regeneration Àfrica Cardona, manager of the Sants–Montjuïc District, confirmed that the definitive approval enables the move into the tender and award phase for construction. According to municipal projections, work will begin between late 2026 and early 2027, with an estimated duration of 18 months, followed by system implementation. The facility is expected to become operational by the end of 2028\. The CECOR relocation is part of a broader regeneration of the Tres Xemeneies area, which includes private redevelopment of the Torre building and a comprehensive renovation of the surrounding gardens. The current CECOR site on Carrer de Lleida will be freed up for the transformation of the Montjuïc fairgrounds and the construction of affordable housing. > This responds to the transformation operation of the entire Tres Xemeneies area to revitalize this strategic environment between the Poble-sec and Raval neighbourhoods. , Àfrica Cardona, Sants–Montjuïc District Manager ## Community Response and Park Safety Sergi Gàzquez, president of the Poble-sec Neighborhood Association, welcomed the decision, stating: > We are very pleased because it is a space that we need in the neighbourhood and in these gardens to reverse a situation of degradation that has occurred in recent years. However, he expressed disappointment that the original timeline was not met, noting that works should have already been completed. He urged parallel progress on the CECOR and park renovations, adding: > If we can have two works going in parallel, and the park alongside the office works, and the CECOR space, let everything move forward in parallel.
