## Stable Annual Increase in Housing Stock

Barcelona added 22,058 homes to its residential stock between 2019 and 2026, averaging around 2,400 new homes per year since 2021\. According to a study by the Metropolitan Housing Observatory of Barcelona (O-HB), the city’s total housing stock reached 798,663 units in 2026, up from 776,605 in 2019\. This estimate is based on refined cadastral data and plot-level analysis conducted by the O-HB. The increase does not solely reflect new construction but also includes conversions of commercial premises, flat subdivisions, and building extensions.

## Discrepancies in Official Housing Data

Official sources vary significantly in their housing counts. The lowest estimate, from the INE’s Urban Audit 2024, records 701,774 homes, while the highest, the INE Census of 2021, counts 808,751\. The O-HB’s figure of 798,663 is closest to the 2021 Census, which used a similar methodology of refining cadastral data. Sources relying on direct cadastral readings, such as Urban Audit or Inspire, tend to underestimate the housing stock. The Barcelona Sociodemographic Survey also provides lower estimates, though its primary purpose is not housing enumeration.

> The estimate from the 2021 Census, based on the Cadastre but with subsequent refinement, is the closest to the O-HB estimate.

## Growing Demand and Future Challenges

Despite the annual increase, demand far exceeds supply. Over 1.3 million Catalans are actively seeking housing, a number that continues to grow. Demographic projections from the Metropolitan Area of Barcelona (AMB), based on a study by the Centre d'Estudis Demogràfics (CED) published in March 2026, forecast the Greater Barcelona population reaching six million by 2041, up from 5.42 million in 2025\. Of the projected 580,000 new residents, around 323,000 will settle within the AMB municipalities. This growth presents a major challenge for housing policy, particularly in expanding the supply of affordable and social housing.

### Supply Constraints and Planning Response

In a densely built urban environment with limited land, increasing housing supply is difficult. A 2025 report by the Association of Developers of Catalonia (APCE) found that only one in four metropolitan municipalities initiated social housing projects that year. The current Metropolitan Urban Planning Master Plan (PDUM), still in development, has doubled its initial housing targets to respond to anticipated demand. However, municipal representatives at an event on 21st October noted that housing developments typically take four to five years to materialize, meaning supply will lag behind demand for years to come.
