For regular Rodalies commuters, the submission does not itself change train services, but seeks a European assessment of safety oversight, infrastructure and the use of EU funding on parts of the network. The association, which pursues legal action over Catalan public matters, said the records cover 1 September 2025 to 31 August 2026\. It said DG MOVE requested data on 29 June after it raised concerns about disruption on the commuter rail network. ## Request for a reasoned European Commission response According to Acció Cassandra, the dossier asks the Commission to examine whether the Spanish state and the State Railway Safety Agency are meeting their safety and supervisory duties. It also asks for clarification of the European rules applying to Mediterranean Corridor sections and connections used by Rodalies. > “We do not ask the European Commission to replace state authorities in carrying out their functions,” Acció Cassandra said, while calling for an express, reasoned response to the issues it raised. The association said it had asked DG MOVE to assess the destination of European funds and whether to open the preliminary examination available under European legislation. It said European institutions regard the Spanish state as primarily responsible for rail safety, maintenance and infrastructure management through Adif, the infrastructure manager, and Renfe, the train operator. --- ## Gelida investigation remains under judicial direction Acció Cassandra also said a court had admitted it as an interested party in the investigation into the fatal Gelida rail accident. The case is being handled by Court of First Instance No. 3 in Vilafranca del Penedès, it said. The Generalitat has said the wider Gelida accident investigation is under the direction of the Vilafranca del Penedès court and is being carried out by the Mossos d'Esquadra, Catalonia's regional police, including its specialist railway-accident investigation unit. In its official account of the emergency response, the Generalitat said 75 firefighters took part in rescuing passengers and recovering the person who died, while the Catalan medical emergency service deployed 37 ambulances and other units for 37 people affected by the accident.
