Acció Cassandra filed an appeal on 27 August 2026 against the Generalitat’s decision to close its complaint over remarks about Catalan made on RAC1’s *Vostè Primer* programme. The association wants the Secretariat for Equality of Rights and Non-Discrimination to annul the closure, investigate the broadcasts and issue a reasoned decision.

For people seeking to report alleged discrimination linked to language or cultural identity in Catalonia, the case concerns whether the Generalitat’s non-discrimination procedure is used to examine such complaints. The Office for Equal Treatment and Non-Discrimination closed Acció Cassandra’s case on 17 July, stating that the reported facts did not constitute an administrative infringement, according to [reporting by El Món](https://elmon.cat/societat/llengua/accio-cassandra-exigeix-a-la-generalitat-que-reobri-el-cas-dels-atacs-al-catala-al-programa-de-marc-giro-a-rac1-1182778/?ref=barna.news).

## Appeal challenges lack of investigation

The original complaint, submitted on 1 June, named writer Brigitte Vasallo, presenter Marc Giró and RAC1, part of Grupo Godó. It concerned comments made during broadcasts on 27 February and 3 March 2026.

- Vasallo was reported as saying that Catalan would be remembered as a “fascist language”.
- She was also reported as saying that requiring immigrants to speak Catalan could amount to an abuse of power.
- Acció Cassandra asked for the full programme recordings and statements from those named in its complaint.

Acció Cassandra argues that the 17 July closure did not analyse the facts, obtain the recordings or explain its legal reasoning. Its appeal asks the Secretariat either to reopen the file and carry out those steps, or to provide an individualised and legally reasoned response to its arguments.

> “Reasoning is not a mere formality, but an essential safeguard against administrative arbitrariness,” Acció Cassandra states in its appeal.

## Language and cultural identity covered by Law 19/2020

The complaint relies on [Law 19/2020 of 30 December on equal treatment and non-discrimination](https://web.gencat.cat/en/ciutadania/serveis/societat-ciutadania-families/patir-una-discriminacio?ref=barna.news). The Generalitat’s official guidance lists language or cultural identity among the grounds covered by the law.

The law allows a person who has experienced or witnessed a possible discriminatory act to submit an administrative complaint to the Office for Equal Treatment and Non-Discrimination. The Generalitat says complaints can be made online without a digital certificate, followed by an in-person signature, or in person at an office; the procedure is free.

Acció Cassandra has asked the Secretariat to state specifically why it considers the reported RAC1 remarks outside the law’s administrative sanctions regime if it decides not to reopen the case.
