## Record Numbers Living on the Streets

An estimated 8,000 people are currently experiencing homelessness in Catalonia, according to the Generalitat, with more than half residing in Barcelona. This marks the highest number recorded in the region’s history, reflecting a deepening social crisis driven by housing shortages, rising rents, and bureaucratic barriers. Núria Martínez, director of the Hort de la Vila support centre for homeless people in Sarrià, described street homelessness as "the peak of loneliness". She explained that individuals living on the streets are constantly surrounded by people yet remain unseen and socially invisible, enduring profound emotional isolation despite being in public spaces.

## Working but Still Homeless

A growing number of those affected are employed but unable to afford rent, even with a regular income. The rise in precarious work and unaffordable housing has created a reality in which earning a wage no longer guarantees shelter. This economic instability makes it increasingly difficult for people to regain autonomy or reintegrate into society. Experts warn that current support systems are insufficient. Reception times at shelters and social services are limited, and many face long waits for stable housing. Without consistent access to care, medical support, and emotional networks, the cycle of homelessness is hard to break.

## Housing First Strategy in Place

The Generalitat’s *Marc d’acció per a l’abordatge del Sensellarisme a Catalunya 2022–2025* outlines a cross-sector strategy to combat homelessness, aligned with the European *Housing First* model. This approach prioritises providing permanent, stable housing as the foundation for recovery, before addressing other needs such as mental health, employment, or addiction. The plan, approved under the II Strategic Plan for Social Services (PESS) 2021–2024, involves coordinated action across health, housing, justice, and education sectors. It aims to create integrated support networks tailored to individuals’ needs, with an emphasis on dignity and social inclusion.

## Call for Social and Systemic Change

A 2023 study by the University of Barcelona and Sant Joan de Déu Social Services, published by the DIXIT Social Services Documentation Center, highlights the importance of sustained social work and personal accompaniment in helping homeless individuals rebuild their lives. The report stresses that beyond housing, people need lasting relationships and emotional support to overcome the trauma of long-term street living. Advocates call for expanded outreach programmes, longer service hours, and faster access to housing to reduce the growing sense of isolation among the homeless population.
