# 76% Back State Role in Housing Access

## Public Demand for Intervention Grows

Three out of four Spaniards, 76.3%, believe the State should intervene as much as necessary in the housing market to guarantee access to a home, according to the latest Housing Barometer published by the Spanish Sociological Research Centre (CIS) on Thursday 8 October 2026\. The findings, drawn from interviews conducted between 22 and 30 June, show that housing remains the top concern for Spaniards for the 22nd consecutive month. Eight out of ten respondents said the current housing situation worries them greatly or moderately, while 40% confirmed they are already personally affected by the crisis.

## Housing Crisis Fuels National Discontent

The report comes amid sustained protests in Madrid’s Puerta del Sol, triggered by the recent death of Maricarmen, an elderly woman evicted from her long-time home. Demonstrations have continued for nearly two weeks, echoing the social mobilisation seen during the 15-M movement. Despite political divisions, 91.4% of respondents support building more public housing, a measure with near-universal backing.

### Most Supported Policy Measures

The most widely supported policy is reducing taxes on first-home purchases, backed by 95.4% of those surveyed. Other broadly accepted measures include:

- Providing greater guarantees for landlords against non-payment (85.7%)
- Releasing developable land to increase supply (84.3%)

These latter two measures find stronger support among voters of the PP and Vox than among supporters of Sumar.

### Divisive Proposals

Proposals such as increasing taxes on large property holders (72% overall support), freezing rents for two years, and limiting tourist apartments divide the electorate along partisan lines. Left-wing voters show strong backing, while right-wing electorates remain largely opposed. Expropriation of unused homes has only 40% support, while taking undeveloped land stands at 49.9%, just short of a majority.

## Personal Impact Across Spain

The survey documents widespread hardship. 24.2% of Spaniards reported living in homes with extreme cold or heat due to poor conditions. Among renters:

- 70% pay rent at or above market rates
- 13.5% have had their rent increased above inflation
- 10% have suffered illegal practices by real estate agencies
- 9% have rented without a contract

18.5% of respondents admitted receiving financial help from family to cover rent or mortgage payments, more than triple the 5.8% who received institutional aid.

### Youth and Vulnerable Groups Hit Hardest

Young adults aged 25–34 face the greatest challenges accessing housing. Those aged 18–24 are most likely to report age-based discrimination (28.5%). Older groups are not immune: 6.3% of people aged 65–74 say they cannot afford their mortgage. 14.7% of respondents moved away from family or friends due to high costs, while 11.8% returned home or shared accommodation because they could no longer afford independent living.

### Barriers to Independence

For those still living with family or sharing, price is the dominant barrier to moving out. Of those not planning to move in the next year, 80% cite cost. Specifically:

- 84.9% say rent is unaffordable relative to income
- 85.6% cannot afford to buy
- 77% lack sufficient savings for a deposit

## Costs Rise With City Size

Monthly housing costs average €629 across Spain. This varies significantly by municipality size:

- Under 2,000 inhabitants: €472
- Up to one million residents: €650
- Over one million (Madrid and Barcelona): €865

In large cities, 22.3% pay between €1,000 and €1,499 per month, compared to just 9.5% nationally.
