## EU Funding Boost for Affordable Housing

The European Investment Bank (EIB), chaired by Nadia Calviño, will sign a €495 million loan agreement with the Institut Català de Finances (ICF) in the coming days to finance the creation of 5,000 new or renovated public housing units across Catalonia. Calviño announced the deal on Tuesday 3rd November 2026 during her speech at the World in Progress forum in Barcelona, confirming it will expand the region’s affordable housing stock significantly.

## Support for Local Governments

Calviño, former Spanish Vice-President and now head of the EIB, stated the agreement reflects the bank’s ongoing support for local administrations to improve housing access. She noted that over the past two years, EIB financing for housing in Spain has doubled, reaching around €2 billion and enabling the development of approximately 11,000 new homes. "We continue, and will continue, investing in construction, in rehabilitation of the housing stock and in technological innovation," Calviño said, highlighting efforts to develop faster, cheaper and safer building techniques.

## Multilateralism in Action

Speaking on the broader role of international cooperation, Calviño affirmed that "multilateralism is alive and works," despite geopolitical tensions and institutional challenges. She stressed that European institutions remain central to delivering tangible results on critical issues like housing. "While some build walls, the rest of the world wants to build bridges, and we are building them, turning trust between partners into shared projects," she added.

## Local Construction Goals

The Catalan government, led by President Salvador Illa, has prioritised public housing construction to combat inequality and the housing crisis. Its current targets include building 50,000 publicly owned homes and mobilising land for 214,000 additional units, split evenly between affordable and market-rate housing. Catalonia has also taken a leading role in implementing Spain’s State Housing Law, including declaring rent-stressed areas to cap price increases. According to Housing Minister Sílvia Paneque, average rents in Barcelona have fallen by 4.4% since the first quarter of 2024, while stressed municipalities saw only a 0.7% rise.

## Challenges Ahead

However, the government faces hurdles in advancing further rent and ownership controls. A draft law to limit speculative housing purchases has been challenged by the Council of Statutory Guarantees (CGE), which ruled parts unconstitutional due to property rights concerns. With ruling Socialists and parliamentary allies Comuns filing separate amendments, agreement is uncertain. While the government has dropped plans to restrict flat ownership, Comuns leader Jéssica Albiach continues to press for stronger measures.
