The certificates, presented during a ceremony on Saturday 7th November 2026, formally declare the legal nullity of the sentences imposed by these tribunals and restore the dignity, honour, and memory of the victims. The event, hosted by Sabadell City Council, was attended by 118 family members, including descendants who travelled from France. Among those honoured were relatives of Magí Marcé, the second republican mayor of Sabadell, Catalan anarcho-syndicalist Balbina Pi Sanllei, and trade unionist Gonçal Soler. ## Minister and Mayor Affirm Democratic Obligation Ramon Espadaler, Minister of Justice and Democratic Quality, presided over the ceremony and stated: > “Each name on this list is a story of repression that we cannot allow to fall into oblivion. Recovering it is doing justice to the victims and ensuring that their memory occupies its rightful place.” Mayor Marta Farrés emphasised that the Francoist dictatorship used judicial institutions to persecute individuals for political and ideological reasons. She said democracy has a moral duty to recognise this injustice, calling the ceremony “the meaning of this tribute.” --- ## Legal Basis: Law 11/2017 on Francoist Repression The reparation certificates are issued under Law 11/2017, of 4th July, on the legal reparation of victims of Francoism. This law declares illegal the War Audit Tribunals of the Occupation Army that operated in Catalonia between April 1938 and December 1978, recognising that these bodies violated fundamental fair trial rights. The certificates cover individuals charged with rebellion (12), aiding rebellion (11), inciting rebellion (5), and 21 others whose cases were dismissed or resulted in acquittal. Since the law came into force, 9,984 legal reparation declarations have been issued across Catalonia as of 31st October 2026\. A total of 21 city councils have held collective ceremonies, delivering over 900 certificates to families. ## How to Apply for a Reparation Certificate Any person can request a certificate for a relative listed in the National Archive of Catalonia’s database, regardless of degree of kinship. Applications can be made online via the [Generalitat’s Tràmits portal](https://govern.cat/?ref=barna.news) or by calling 012\. The Directorate General for Democratic Memory manages the process. It is important to note that the law applies only to those prosecuted in judicial proceedings under Francoist military tribunals.
