The site, currently undeveloped, will also include a ground-floor commercial unit and urbanised public space across 705.85 square metres. The tender, published on Thursday 29 October 2026, covers technical services including budget preparation, works supervision, quality control, and environmental management. The contract budget is €108,947, with a reference construction budget of €3,380,698\. Bids are due by 16 November 2026, according to the official contracting portal Don Licitación. ## Project Timeline and Capacity The technical services contract is expected to last 54 months, with 32 months dedicated to drafting and overseeing construction. Although initial urban planning allowed for up to 41 protected homes, the current project will deliver 33 units. That agreement, which runs until 15 January 2028, covers 27 municipal plots across the city and commits Incasòl to invest €221 million to deliver at least 1,700 social homes over 75-year surface rights concessions. This initiative is part of the Generalitat’s broader Plan Impulso 10.000, aiming to bring 10,000 social rental homes online by the end of 2026 through direct promotion, property acquisition, and partnerships with cooperatives and third-sector promoters. > The City Council granted Incasòl the transfer of surface rights or concessions for private use of the plots for a period of 75 years. One month ago, Prime Minister Pedro Sánchez visited the Illa Sibèria development, a nearby project of 42 affordable rental units developed by businessman Jaume Roures and managed by a social organisation. Rents there range from €428 to €501 per month for two-bedroom flats of 61 to 72 square metres.
