## Major Expansion of Residential Care Capacity

The President of the Generalitat, Salvador Illa, announced today the launch of Plan 20,000, a new initiative aimed at creating 20,000 additional residential care places across Catalonia by 2030\. Of these, 15,500 will be for elderly people and 4,500 for people with disabilities. The plan represents a significant expansion from the original target of 6,000 places during this legislative term. Illa described it as an "important leap forward" during the General Policy Orientation Debate in the Parliament of Catalonia, stating it will clear existing waiting lists and better size the care system for future demand. A total investment of €878 million will support the plan, with funding allocated through public investment, contracted private places, and collaboration with local authorities and the private sector.

## New Public Residences and Private Sector Contracts

As part of the initiative, 15 new public residences will be constructed. The first three will be located in La Seu d'Urgell, Reus, and Santa Coloma de Gramenet, with 255 places for elderly people expected to become operational by 2030\. The remaining facilities will be developed progressively, with full implementation extending to 2040\. The largest increase in capacity will come from contracting existing private-sector places. The government aims to bring approximately one-third of the current private supply into the public network, adding 6,590 places for elderly people and 334 for people with disabilities before 2030\. Additional places will be secured through several mechanisms:

- Projects funded by Next Generation EU funds and calls from the Department of Social Rights and Inclusion: 1,900 places for elderly people and 200 for people with disabilities.
- Subsidised loan projects financed by the ICF (Institut Català de Finances) from 2025: 433 places for elderly people and 126 for people with disabilities.
- Contracting places in privately built, unfunded projects under construction: 246 places for elderly people and 54 for people with disabilities.
- New residences driven by local authorities and private developers with future contracting guarantees: 6,331 places for elderly people and 3,786 for people with disabilities.

## Next Steps and Land Identification

In the coming months, the government will work to identify new residential projects currently under construction, launch calls to contract private places, and detect available municipal land suitable for future development. The full implementation of Plan 20,000 will ensure a more resilient and accessible residential care system across Catalonia.
